    This post holder will support the Trust’s business development (including retention of current business and winning new business), focusing primarily on that within Health & Justice services where competitive tendering is used by commissioners. They will carry out environmental and intelligence analysis to identify business opportunities, identifying strategies to enable the service to remain competitive, and support any tendering, procurement exercises or mobilisation planning as required.

    Main duties of the job
    Obtaining, analysing, and interpreting qualitative and quantitative data, including national government and justice agencies’ policies to help the organisation understand the environment.

    Deploying commercial and business development skills and knowledge to effectively support the development of Tenders, bids, and plans.

    Using appropriate presentation and negotiation techniques to influence and persuade operational managers that change is necessary or that current systems or delivery models need to be challenged and developing ownership within the Service of the need to change.

    Supporting the senior Health and Justice managers in creating and articulating TEWV’s preferred model of health and justice services to commissioners and other key stakeholders.

    Using specialist planning and facilitation skills to assist services to scope and plan projects.

    Working with the service to develop tendering, mobilisation, and other relevant plans.

    Promoting and maintaining strategic and operational relationships with key internal stakeholders.

    Promote joined up work and sharing of best practice across the Trust.

    Ensuring that the frameworks to support / govern business change are adhered to.

    About us
    This post will be formally based in the Trust’s planning and business development team at Lanchester Road Hospital, Durham. This will ensure the post holder has professional support from a range of colleagues with similar analytical / stakeholder focussed roles. The team works flexibly from sites across the area served by TEWV so that it can support its clients effectively. Team members are also able to work from home where this is appropriate for the work they are undertaking. The post holder will also develop strong relationships with the Health and Justice team who are based within prisons or in TEWV operational bases.

    Job responsibilities
    The key tasks for this job will include:

    Supporting the development of plans, frameworks, and tools in support of the Trust Strategic Priority to Expand Health & Justice Services.

    Horizon scanning and analysis to ensure that the Trust is aware of upcoming business opportunities and using this information to produce market and business intelligence, competitor and partner profiles.

    Supporting Health & Justice and the Trust in developing business intelligence and identifying areas for improvement and growth by analysing available relevant data.

    Supporting business development and procurement exercises, including the identification of opportunities, management of the relevant online portal, reading and analysing published documentation, support for the completion of commissioner documentation including the Selection Questionnaire, or assisting others by performing specific functions or providing specific information to the bid.

    Working closely with senior clinical and operational colleagues and Subject Matter Experts to gather information and evidence to be used to develop clear and concise written proposals/business cases and responses to tenders, which demonstrate the positive impact of Health & Justice Services. The postholder may be required to undertake a bid manager or bid author role for less complex bids and tenders with the support of the Senior Planning and Business Development Manager.

    Developing a positive relationship with relevant Corporate Team members e.g. Finance, People & Culture, sharing information and providing a seamless service to the relevant Directors.

    Supporting delivery of service improvement, where service change is needed to address inefficiencies or underperformance in order to remain competitive within the Health & Justice market this could take the form of supporting the scoping phase of a project, or the development of a project plan.

    Facilitating innovation and improvement, including supporting the development and delivery of workshops or events where appropriate.

    Promoting the aims, objectives, and requirements of the Assistant Chief Executive Directorates key frameworks such as the Planning Framework and Tenders Framework.

    Producing reports for Care Group Board and Specialty Improvement & Delivery Groups that provide rationale and guidance in support of direction, assurance on progress against plans, and which highlight issues or decisions that need to be taken e.g. Business Model Assessments.

    Alerting relevant senior managers to potential programme / project scheduling difficulties and bottlenecks

    Acting as a critical friend to provide assurance (in terms of quality, efficiency, and effectiveness) through positive, constructive, and challenging feedback to promote positive change.

    Qualifications
    Essential
    Post-graduate qualification in a health, research methods or business related field (e.g. marketing, social policy, social research, statistics, change management, MBA) Or a willingness to work towards with support from the Trust
    Desirable
    Successful completion of programmes / short courses in leadership, project management; Lean methodologies / Quality Improvement system; marketing, research methods, negotiation, influence, facilitation, change management
    Experience
    Essential
    Experience in a relevant role in a complex organisation
    Experience of service planning
    Experience of influencing people who were not directly line managed to take action
    Experience of undertaking and reporting upon horizon / environmental scanning
    Experience of quantitative data analysis and reporting on findings
    Experience of supporting business development and tendering initiatives, including maintaining tender / project documentation and engaging with stakeholders
    Experience of presenting own work to managers
    Experience of working on tenders or projects as part of a project team, in particular of project planning
    Desirable
    Experience in creating tender specs or in scoring bids in a competitive process
    Experience of using benchmarking and other comparative analysis tools to make a case for change
    Any one of the other desirable experiences
    Skills
    Essential

    Understanding of the government’s plans for the NHS and criminal justice services, and commissioning within that environment
    Knowledge and understanding of tendering / procurement processes
    An ability to receive, interpret, analyse and deliver highly complex information, often sensitive, contentious and/or uncertain
    Strong verbal communication skills with the ability to present at multi-professional meetings
    Excellent written skills with the ability to deliver clear, logically constructed and focused reports
    Sound knowledge of business case /competitive bid construction and development
    Excellent numerical skills
    ability to develop and present logical and strategic arguments
    Ability to influence, negotiate and motivate with a view to managing change successfully
    Able to carry out research and intelligence gathering using on-line search tools to gather information
    Good powerpoint / presentation skills

    Desirable
    A sound knowledge and understanding of mental health & learning disabilities services and their link to behaviours which lead to engagement with the criminal justice system
    An understanding of the priorities and dynamics of stakeholders within the north of England
    An understanding of differing cultures and priorities of frontline service managers / clinicians and corporate managers
    Understanding of the laws and regulations relating to commissioning of services in the NHS.
